Tuke was born into a prominent Quaker family in York, His father, a psychaitrist, moved to Woodlane in Falmouth during his childhood. There the young Tuke was immersed in an environment that fostered creativity and he was encouraged to explore drawing and painting from an early age. His sister Maria recalled their time in Falmouth as joyous and healthy, with memories of endless summer days on the beach and invigorating swims in the sea, experiences that deeply influenced Tuke's art.

He studied at the Slade School of Art in London and later in Paris. Venturing to Italy in 1880, he spent time in Paris from 1881 to 1883, taught by French history painter Jean-Paul Laurens and mixing with notable figures such as the American painter John Singer Sargent. During this period, he also crossed paths with luminaries like Oscar Wilde and John Addington Symonds, who shared his appreciation for the male form in art.

Returning to Cornwall in 1885, Tuke made Falmouth his home, living in a picturesque cliff-top cottage at Pennance Point. He acquired a boat, an old French brigantine, ‘The Julie of Nantes’, and transformed it into a floating studio that served as both inspiration and studio. From this unique vantage point, he could paint sailing ships entering the harbor or resting at anchor. With a strong reputation and a dedicated group of collectors, Tuke's paintings afforded him to explore France, Italy and the West Indies later in life.
